Yes folks, this happens frequently. The only difference between D.C. and Illinois is that, in Illinois, there would have been a better attempt to cover it up. When an inspector in Illinois was caught falsifying calibration tests, and admitted doing it for 7 years, DuPage States Attorney Joseph Birkett fought to keep all of the records from the defense attorneys. Even after it was learned that most of the evidence that could have proven the fraud had been destroyed, the State’s Attorney did nothing to notify those defendants who were possibly affected.
